Its why Pennsylvanias search and seizure laws are more strict on law enforcement than federal laws. They can grant more protections to the people, but not less. And gatekeeping a persons right to carry a firearm based on subjective, non-codified or non-legal reasons, is definitely an infringement on peoples rights by the state. For example, people who are felons cannot possess firearms and those convicted of certain enumerated offenses.
