Its a fitting ruling in the confines of the Constitution; the state may not restrict a citizens rights more than the federal government.

Its why Pennsylvanias search and seizure laws are more strict on law enforcement than federal laws. They can grant more protections to the people, but not less. And gatekeeping a persons right to carry a firearm based on subjective, non-codified or non-legal reasons, is definitely an infringement on peoples rights by the state.

For example, people who are felons cannot possess firearms and those convicted of certain enumerated offenses. However, those not convicted should have the right to do so.
