SMT4's characters are actually quite poorly written. Jon is introduced with him siding with you, a commoner, over his bully upper caste colleagues, and he repeatedly shows a distaste with the social order's inequality. Walter meanwhile, is introduced as a proud rural caste member who is unphased by class differences and actually prefers his own standing, commonly mocking the urbanites for their squeamishness or unfitness. But then Jon becomes Law and Walter becomes Chaos. All their characterization up to the split indicates they'd pick oppositely. And after the split the game gets weird, and the alignment system is AWFUL (you have to choose the opposite of how you've purportedly been playing throughout the game just to get Neutral; it thinks Neutral = confused/indecisive but also makes that the voice of reason).

Though, I see how you can prefer that to SMTV effectively having no characters at all.
