I read the Vice article given by TheGoldenEel.

Airbnb gets a "paper trail" for scams like the above or can implement one. There should be an entry in airbnb system when and why a switch is made: It is easy to see who is always making switches.

It is easy for airbnb to demand a photo copy of titles. Then when there is a complaint from a renter airbnb can investigate the validity of the title.

This is a start and took me 5 minutes to think of.
They dont give a fuck because it doesnt matter to their business model

9 times out of 10 people who are scammed will just deal with it because they have nothing else to do.

airbnb didnt even get back to me on my complaint until the next morning even though they assured me they would get back to me same day (since, you know, I needed somewhere to sleep)

Basically they just take a hands off approach to scammers and only address it when enough people complain
