I'm gonna say that I don't think this is right. Usually people who make sweeping generalizations/stereotypes like the one we're discussing don't think logically about it, and there's lots of additional stuff that they would admit they don't listen to if you just asked them about it directly. (Also yes I realize that the sentence I just typed is a stereotype, ironically) People who have a truly diverse taste in many different genres are usually able to better articulate what they do and don't like, and wouldn't boil it down to "anything but" at the risk of misrepresenting their actual preferences.

I never really thought about this statement coming from a "rock" perspective, but that actually makes perfect sense lining up with what was mainstream 20 years ago (at the time when I thought that this saying was more popular) and the types of borderline-mainstream music that would have been opposing it back then. And that also explains why I never considered metal to be one of the "anything but" genres, because it's relatively adjacent to rock.
