They've easily got the might to do it if Putin committed all his forces to a full scale invasion but then he would have to stop pretending it's a "special military operation" and will also be inviting more foreign interference. At this point it's political. Putin is just trying to save as much face as he can after fucking up the first couple of plans so bad.
