Your problem there is the potential for crossing state lines with intent being made illegal in and of itself. Sort of like how you can't meet a 17-year old in a state with an Age of Consent that's 18 and then drive her to a state where Age of Consent is 16 to legally fuck them. Or how it used to be a problem with people driving from states with a legal drinking age of 21 to neighboring states with a drinking age of 18 before the federal mandate came through that it had to be 21 everywhere (which is why that mandate was passed in the first place). Or transporting fireworks across state lines from a state where their sale is legal to one where it's illegal. And so on.
