Seeing what Bites the Dust does, it's a perfectly normal expectation.The point of that flashback is that a random hoodlum sacrificed his jacket in a blizzard for the sake of Josuke and his mother, two people the guy didn't know. That he'd do that for this random family is what showed the man had a good heart under his rough exterior. This event is Josuke's defining childhood memory. If Josuke were to be sent back in time saw his past self stuck, it would no longer be a selfless deed, but one of self-preservation. Not to mention then that he'd be able to just "fix" the snow drift or his jacket afterwards with Crazy Diamond, making the whole event even less sacrificial. It would literally destroy all the meaning of the original scene just so that you could say "WOW!!
