Does she have some bullshit trauma excuse too? I'm guessing moving out isn't an option, so I second the suggestion of getting the authorities involved. Something like animal control, or the society for the prevention of cruelty to animals. Make a written log of everything that they are not doing for the cats and everything that you end up having to do for the cats. And take pictures. So you can prove that they are not caring for their cats. Edit: Oh I just saw above that the gf isn't actually moved in yet. Well hopefully that resolves the issue.
