It's an assumption based on the developer (NetEase), interviews with game director, and how most f2p mobile games are monetized. It's not unreasonable to think that a game that is all about getting new items and weapons would have a gacha for items and weapons that guarantees some higher level of rarity than what you'd find naturally. So they'll say "everything you can get, you can find in-game" and then someone on reddit will do the math to show that you'll need to grind like 500 hours for a legendary drop that you can reliably get with a few 10-rolls on a gacha banner. In Immortal, Legendary affixes will directly buff skills, meaning youll want to make sure youre using the right Legendaries for your build. Of course, while playing the game is free, that doesnt mean the developers wont charge you for shortcuts.
