The game launched without any NPCs at all. Yeah, I remember hearing that. They definitely do help, even if they aren't anything fantastic. Do make the world at least feel alive. My biggest annoyance was that I started when they had their "alien invasion" and would encounter aliens literally everywhere no matter where I went. Add to that, they were set to spawn in at a minimum level of 20+ when I was still fresh from the vault. Definitely left a sour note in my mouth and almost made me uninstall - but once that "fun event" ended it was much better as was actually able to go and explore places without just dying immediately . --- Let's make biscuits! ...
