Your point stand for many countries but it is different here. Regional turnout is lower but only slightly. And our traditional Right have many of their strongholds in the big cities.

What happen in several Regions is that regional parties not found on the national stage siphon voters from the big national parties and often Left-wing voters. Many Regional parties are so called Health-care parties which only focus on health-care. This make it possible for Right-wing parties to form a coalition on the regional level where the Christian Democrats tend to have control over the health-care issues.
