They are going to have a hard time accessing a significant portion of their funds that are housed in Western allied banking institutions though. I can see the sanctions also seizing their Western owned properties. Of course this might actually be a windfall for Trump; his loans from Deutsche Bank where backed by the Kremlin and they are coming due (this year iirc) he may be able to successfully argue that the new sanctions legally prevent him from repaying those loans.
