Which is why only the shitty or lazy writers treat it that way. Decent writer make being Batman only a small part of Bruce Wayne's plan to help Gotham. Unfortunately comic books near worship of the status quo means it isn't very common for his other efforts to work.
I actually though The Batman show did well with presenting both Batman and Bruce's efforts even though I still prefer TAS.

As for the comics, I will agree. Though I haven't read a Batman comic since Damien.
