IIRC, it's only illegal to conspire with other providers to artificially raise prices far in excess of demand and 'force' consumers to pay above market prices.

As such, unless Delta and all or most of the other airlines said "Let's all raise our ticket prices by three grand", it's legal, although it's generally viewed as a dick move.

Anti-trust and monopoly laws are a big filthy mess, and although I know quite a bit about them, I'm by no means an expert. I also know virtually nothing about FAA guidelines and federal airway laws, so there may in fact be rules and regulations against that.
