Victims often don't see charges because of manipulation from their abusers or pressure from their lawyers who might intentionally discourage them from seeking justice using the fear of a long expensive and invasive litigation.

Abuse is often hard to prove. Even if you're lucky enough to have a police report drawn up detailing a specific instance of abuse all that proves is one instance of abuse, not a cycle or pattern. And a lot of police don't like to file these kinds of reports because they often never get pulled or looked at again, and that's assuming they're sympathetic to the victim. They may not be, or may not think the momentary rough patch is worth anyone's legal trouble. This is all assuming police intervention even happens, too. Again, it doesn't.
