We don't know if a doctor ordered it because we aren't given enough information. doctors can because they are supposed to save lives. 1) it doesn't seem like a blood draw was a necessary medical procedure in these circumstances, 2) even if the nurse did take the sample the cops wouldn't be entitled to it.
