Sounds like a smart program. Only thing I thing I take issue with:

grenade launchers, bullet-proof vests, riot shields, firearms and ammunition.


Don't really see why a civilian police force needs grenade launchers.

Are you kidding me? A grenade launcher will launch a variety of projectiles ranging from explosives to gas, the military is pretty consistent on not having dedicated weapons for ammo that could easily be fitted into their existing munitions supply.

It's better to send these to law enforcement because they're otherwise just going to be stored on the tax payers dime, ideally they would be selling their crap right back to citizens like they did in the old days.
