It's meant to curb invasive, user-experience hostile ads and replace them with ads that are tolerable or ignorable if you have no desire to look at them. Shit like full-screen, video ads that cover what you're trying to look at are unacceptable but if the industry could just go back to unobstructive, well-placed ads that aren't distracting, that's fine.
