Do I have a chance to escape the friend zone here?

I met this girl from Tinder back in March or April. I've been on tons of online dates but this girl stood out and was one of the very few that I was 100% sure I really liked. We went on 3 dates, she seemed into me during the first two but after the third she seemed less interested and made excuses not to hang out. I finally asked her what was up and she said she didn't want a boyfriend right now and we should just be friends. After that we didn't talk for awhile.

Fast foward to about a month ago. I sent her a text saying happy birthday, and it turned into a whole conversation. Since then we've been texting/snapchatting multiple times per week and she actually seemed interested in talking to me again. No flirting yet though. I finally said we should hang out and she agreed. We're planning on grabbing drinks or something later this week. So, do I make a move or wait until we've hung out a bit more? And how would I go about doing it?
