They have told North Korea they'll defend them, so they'll defend them. One reason it was thought WWI couldn't happen was that the world's economy was so tangled between nations, you couldn't attack one nation without hurting yourself, so no one would start a war. World War I happened anyway. China said they would defend them if we hit first. China also said they would be neutral if NK hit first. Yeah, that's probably the best interpretation of their agreement that they can get. It's a defense pact so they'll defend them from aggression.
