If I played F4 for 5 hours I would think its fantastic- but for a full playthrough I'd realize how devoid it is of any real feel. Theres like what, 4 towns? Diamond city, good neighbor, that 1 vault, and that 1 fort like place that is just a front. The "huge weapon customization" they boasted is shallow. Lv 4 mods are always better than lv 1 2 or 3. Its not variety. Its power creep. So yeah these reviews are inaccurate for the players who intend to go longer than 5 hours or however little they play. --- "This is war.
