So if an officer loses his life because he followed exact protocol in dealing with this man, who should be the one to let his family know? Can I really blame the officer for not wanting to lose his life? Whose life is more important, the gang member's or the officer's?

Most likely his partner or whoever his station deems most appropriate. It would be an absolute tragedy for sure and I won't discount that in anyway, especially because I appreciate the work police do; it's not an easy job. I won't blame the office for not wanting to lose his life but if they already have the suspect detained what exactly does excessive force accomplish? In no way am I suggesting that police be docile while trying to apprehend a criminal that is fleeing or putting anyone else's life at risk. As for importance of life, it could easily be argued everyone's life is equally important.
