It's not. It's just a motion to let them talk some more. They're treating it as a victory, but it's literally back at square one, but worse for them. I guess they're treating it as a victory because they need a victory?

I assume this same vote happened back in January or whatever, but it was to no fanfare because they hadn't fully realized they were all colossal fuckups at the time.
