That's not what the issue is, the issue is that population growth is essential to a lot things like our welfare and social security systems, and if Cali wants universal health care and shit then population growth is essential for that to not fall apart because if eventually you have older generations not paying into those systems and not enough young people paying into them, then everyone involved is fucked.

I don't understand your beef with California. California has quite a bit of conservatives. California tends to lean red with the exception of the presidential elections. Liberal cities in California skews the political geography and that true everywhere across the country. Illinois is a conservative with the exception of Chicago. And most major cities in Texas are liberal.

Dude, everywhere has liberals and conservatives. California's liberals outnumber the conservatives.
