If we want split hairs, all 3D games are 4D. If the level isn't static and your character can move, then time is a dimension.

Or, you could argue that only games with explicit time manipulation are 4D, using the time machine argument.

Also, all 2D games are 3D since the third dimension is time.

Not necessarily, I can arbitrarily describe that the perceived 'movement' in the original Super Mario Bros., for example, is just the game moving to another parallel world at the same time as the original world (hence no temporal movement) that happens to look like they line up.
