The court ruled that Canada's government failed to uphold even the basic minimum in protecting his rights. Khadr's family was not sympathetic so helping any one of them would have been political suicide and why consecutive administrations just kept kicking the can down the road. It ended up with Trudeau who had the unenviable position of either pushing for a years-long legal battle he'd lose and be blamed for wasting taxpayer money, or just taking a settlement and saving money in the long run and being painted as a terrorist sympathizer.

There's also this massive post that basically summarises why I may not like the Khadrs but I agree that Omar Khadr was entitled to compensation for his treatment.
