That's pretty much exactly what it is. Some people do eventually end up regretting it, but those people are mostly the ones that get something "cool" in their teens/early twenties and don't think about it at all before rushing out and getting a tat just so they can say they have one.

Personally, myself and all of my friends that have tats are all proud of what they got because each tat means something. My tat is a quote from one of my favorite books that almost perfectly describes the morals according to which I live my life.
