This happened mid 1600 century. then the napoleonic code in 1804 changed it to 15 for girls and 18 for boys. Poe was born in 1809. and by the time he married her i am sure the code was widely adopted by then. As for the cousin thing that didn't happen in the US tell 1880's and didn't start getting widely adopted tell 1920's. So yes uinderage marriage and 1st cousins is a new trend that happened in only the passed 200 years. Less time then how long long the united states has existed independently.
