I don't understand why you don't understand that. The reason is actually rather simple: Congress is a collective and congresspeople are individuals. And it's not just a matter of "voting in the same people" but also voting in new people because, collectively, the place is a mess so the individuals don't much matter. More importantly, John McCain *is* more willing to work with Democrats than a lot of his Republican peers (keep in mind that he co-authored the very signature bills that Obama referenced in his first presidential campaign) -- many of whom are first termers -- and likewise because McCain is experienced and able to drive results for people within his state.
