That's how I see it. I know mods can tweak any of the Elder Scroll games until they are "perfect" but at its default I thought Morrowind offered the most customization and depth. What I thought the later Elder Scroll games did better though was the size of the dungeons. Maybe I didn't explore enough but I thought Morrowind lacked in the dungeon exploring aspect.

Yep, later games had better dungeons. But Morrowind had a better overworld and cities. There were neat things like the mages city, where to get anywhere you actually needed to know the levitate spell. So if were were not a decent magic user, no mage city for you.
