Because they reused a lot of assets from 3, probably the most noticeable being the player character's animations. But you're right, they did add enough to justify the sequel IMO. Plus I liked 4's setting a little more I mean it was literally the same thing except with a few added features (grappling hook, gyrocopter and some different weapons) plus a less annoying crafting system that didn't require half a minute to exit out of every time you opened it.
