So 98% of our species existence was without 'law and order'

The badness you speak of isn't an intrinsic part of human nature, it's derived from civilization

I can agree that some problems come forth with civilization but I don't agree they aren't intrinsic, they're revealed as intrinsic by the creation of the state. The same tribal mentality was always there. Warfare, violence and strife were very common by looking at archeology from before written records.
