ben nelson voted against the final version of the bill. it was passed by budgetary reconciliation, a workaround to avoid the filibuster that is allowed for budget neutral bills. it required obamacare to fund itself through taxes and renegotiation of medicare agreements
the idea of eliminating the filibuster is incredibly foolish. a single democratic party wave would end his ability to pass bills with it, and a second wave in 2020 would let the dems pass pretty much anything they want.
That's implying they'd allow him to do anything in the first place, which they aren't. ---
