You not only have to assume 1998 won't win but also figure out which year actually does win, which is the real crapshoot.

This is basically a "Tiger vs. the field" argument in golf. The field technically has better odds, but you have to narrow it down to one here.

Yes, but I took one of the years that wasn't accounted for (which is practically everything besides 98 and 01.) Now it's up to everyone else to cover the rest, assuming you truly believe any year could win. Realistically, there aren't too many others that even have a chance, so as long as somebody on B8 backs each one, the contest doesn't turn into a repeat of the last one, where nobody on the board picked the winner.
