Not necessarily why it's short though.

Still, I find that actually kind of neat. If you'll remember in Batman the animated series we had the perfect catwoman and blonde selina kyle, but she like many others suffered from the TNBA redesign, looking more childish and have short black hair (UGH)

However, an issue of the comics explains what happens. It turns out that all this time, Selina was dying her hair blonde, and found out that the company she bought her thingie that made the blond hair was animal testing on cats. In a rage she slashed at the heiress to that company and disfigured her face, which marked the point where Batman no longer cared for her or enjoyed their bat and cat chase game.

I mean, it's not bad. At least it's an explanation. And you actually sympathize a lot with all parties involved. I may not have liked TNBA as a kid but warmed up to it as an adult and Gotham Adventures, the comic set in the universe has some really good stories (like one with the riddler)
