If your dogs are going to stay where you live now, perhaps you could just visit them there often?

I'd aim for possibly renting a room somewhere or something, going as cheap as possible initially, and then save up the difference for awhile before moving into somewhere better. You'll appreciate the new place more that way as well, and you'll know what you can really afford at that point as well.

Always a good idea to plan out your expenses with at least a few hundred left over for emergencies.
