Essentially, the ISPs know that they aren't going to turn someone's service off because of this. The hotel customer I mentioned must have received about 5000 DMCA notices from the time they became a customer until the time I quit.

And with a VPN, your source IP address would be different, so the complaint would be filed with whoever owns the source IP address that you're "really" coming from in that case instead of you.
