The problem with that idea is that Mississippi is the poorest state in the country and has a bad education system but its family sizes are only slightly bigger than NY which is a wealthy, more educated state.

Plus you seem to have conflated correlation with causation, since poverty doesn't create the kids but often it's more that the kids create the poverty since having kids at a young age makes you less likely to be successful. Not to mention that it's a little misleading to compare world rates to US rates since the things which drive up population in other countries are often a reliance on children for the family's welfare (particularly for industries like farming, since the less educated nations tend to be the less developed nations which consequently still largely rely on agriculture) and lack of access to basic contraceptives.
