Okay, first of all, the claim that Southern states have bigger families doesn't even seem to be true:

The state with the largest family size is Utah (zero surprise), which is in the... well, the west or mid-west. In fact, NY is right around (or higher) than most Southern states, with the exception of Texas and Georgia. The second-highest in the nation is California, so really the states with the biggest families *tend* to be Western ones. In the case of Utah you have religion to blame. For California, it's mostly immigrants (non-US-born Latinos average the largest families) and their generous welfare programs.

It's also racial. Latinos and blacks tend to have more children than whites

The difference in birth rate is why whites may become the largest minority before long.
