That seems more like "women shouldn't live in poor and dangerous places" more than "women shouldn't dress like sluts" though. If you're a woman whose alone in a place like that I'm guessing it really doesn't matter how you're dressed.

It doesn't matter that creeps aren't the majority. They exist and their behavior shouldn't be seen as acceptable anywhere.

I would like to point out, a woman dressing like a slut, no matter the neighborhood is not innocent either. Society has a real problem today with giving woman a pass on everything.

If male went out in any neighborhood with his dick clearly visible in sleazy clothing, he'd be called a creep. A woman shouldnt get pass for doing it.
