In that case yes it's their fault. Now illegal things a person may do because a lady is dressed provocative are absolutely not the ladies fault, it's everyone's responsibility to follow the law and never an excuse. I will say though, if I was a woman who liked to show off the goods I would always carry mace at the very least.
