They kinda do, when they want to trade luxury resources, if they like you, they give you a better deal. Admittedly, I dont play on top difficulty, but never felt really penalised by it myself. They seemed to offer crappy deals regardless. I play on prince difficulty and it is terrible when they hate you cause they think you are a warmonger, even though I never once started a war.
