If it's not doing its job, then that's a problem that needs to be fixed.

Shouldn't the onus be put on the owners? Are you really saying the fence's literal job is to prevent the dogs from jumping over?


If the fence is being relied upon to prevent that, yes. Those relying on the fence and who are responsible for controlling the dog may choose to stop relying on the fence to perform this job if it's felt that fixing it is impractical, but fundamentally, the fence needs to be fixed if it is to continue performing its current job.
