I think your confusion is because by the time of Ar nosurge they've already "arrived." So Nelo/Ion/quasar are all "back." Additionally, since Ion's mind was broken at the end of Ciel, they used her to mass create sharls. Ciel nosurge (non-memory Ion side) ends like seconds before Ion's side of Ar nosurge began. In fact, this goes back to some of your Nelico questions in Ciel. If you'll recall from Ciel, birthing sharls drained life force and people could only manage like 5 or so. Ion had a specific setup there that had the energy for sharls come from a different dimension rather than Ion's life force allowing for essentially infinite sharl creation. and remember what the ciel player was doing. creating and leveling sharls (the barcode stuff). the energy was coming from the ciel player's world. And since recovering Ion's memories was a key driver in the player creating/levelling sharls, that fit with Nelico's purpose so she was all for it... until they started getting to close to reminding Ion what was really happening.
