Why they're using Revelt's plan (They do touch on this, if they haven't already. Pretty sure the Empress explains this to Ion at the end of the chapter): Plan rundown: Originally there was a joint Tenmon-Chimon (Technically it was a Chimon plan and they created Tenmon to research it IIRC) plan to build a migration spaceship (Soriel) to leave for a new planet. However the project stalled when they couldn't come up with a way to locate a livable planet to head to.

This is where Tenmon and Chimon really split from each other and became two different competing factions. Chimon changed plans to "Save Bezel" which involved improving humanity's souls to the point where they could unify with the genom and sing a song to just straight-up heal the sun. In theory this was what Zill was doing in Chapter 8 except she just brainwashed humanity to do it and Nero broke everything anyway so they were screwed regardless.

Tenmon kept working along the lines of leaving the planet but started approaching it from a different tact. They decided they could solve their planet finding problem by using Oversight. (Nero being out because she hates them.) So they work on getting someone else who can use Oversight from another universe, have them use Oversight to locate the planet they need, and then teleport there with a song. Except, again, teleportation/axis shifts have a heavy cost here, and in this case, that cost is needing the Empress' Vocal Cords... and using Ra Ciela itself as the energy for the song. The Chimon are obviously less than pleased that the Tenmon plan is to destroy the planet, and everyone living on it they don't include in on the plan as fuel. And of course the Tenmon don't actually intend on taking everyone.

Chapter 11 Revelt goes off the rails and modifies that Tenmon plan even further. Because Nero has actually found the planet already he takes the location from her since the Oversight-required part of the problem was already completed by her. He's missing the Imperial Vocal Cords but adjusts by cutting back on the people he's taking even more, as well as hijacking Clacket's Center of Power and even then the mere transport of the few hundred he had there was going to fatally destroy the planet as fuel.

Current Ion is basically using the original Tenmon plan but without the "we're intentionally leaving people behind" part because Revelt basically forced their hand. The Center of Power is out of control since he turned it to full power and is currently in the process of eating away at Ra Ciela uncontrollably. It's not much time before it just destroys Ra Ciela outright. The Tenmon's Grand Phoenix Plan is the only thing they can execute in time and since Ra Ciela is literally going to die anyway if they do nothing, the "plan will destroy the planet part" is kind of moot now. It's just a matter of doing it on their own terms to execute the plan or wait and everyone dies. The Empress does seem to imply that she's overlooked Ion not being the real Ion because the situation had grown that desperate and Ra Ciela itself gave her the okay to destroy it previously so even before Revelt pushed things over the brink it does seem things were going this direction.
