Nintendo not doing something in the past has no bearing on current day Nintendo. Nintendo was always behind the curve so it was only a matter of time they got involved into DLC to the level that other companies are at. But I will say, Pokemon always had additional gated content. It used to be you had to go to in person events to get special pokemon. Then when internet became more commonplace, it felt like pokemon was making many of these events free and more available.
