The way I have heard it...

The Italians taught the French how to cook through way of the Medici family chefs during the Renaissance.

French have traditionally had access to lousy meat and produce, but a wealth of dairy. Most of their cooking is creating rich sauces with loads of cream and spices to cover the bland flavor. Italy has traditionally had awesome meat and produce, which is why everything focuses on being fresh and simple so as to bring out the best of the natural flavors.
