It was poor balance, but I had the opposite thought at the time, being relieved that I didn't have to worry about my Psychic Types struggling against the, what, three ghosts in the game? And they barely had any actual Ghost Type moves available.

Grass was another type in that generation that was nearly always paired with Poison. So the advantage it had against Ground was neutralized with its weakness.

Grass at least could lean on auto-crit Razor Leaf. And Victreebell had Wrap.

Lick was the only damaging ghost move in the game. It didn't affect Psychic at all, for some reason, and it wouldn't do much damage anyway, with its paltry base 30 power. And the only damaging bug moves were Twin-needle (exclusive to Beedrilol) and Pin Missilie (which was almost as limited).
