I think you could also do things that make raising a kid cheaper and easier. More parental leave and flexible hours at workplaces. Affordable day care options. Affordable health care (for the kids and especially for the mom), food programs and free activities for kids. Strong public school options. Lots of free or cheap support for both the kids and parents. All that sounds like great ideas!
