IV's rendition of Liberty City is still one of the most immersive (urban) open world environments and is such an accurate depiction of NY/NJ that even the in-game radio bumpers were accurate to their RL counterparts. There are a lot of interesting NPC types doing specific tasks around the city and everything adds up to make the city (and even Alderney/NJ which was an afterthought) feel authentic.

V is literally just Los Angeles recreated from Google Maps but ends up looking weird as hell since LA is so widespread and they're shoving everything into the roughly the same space as GTA IV. There aren't any interesting or unique NPC types so it feels like everyone's just wandering around the sidewalks.
